The National Council for Disaster Management (NCDM)

The President is the Chairman of the committee
The Prime Minister is the Deputy Chairman of the committee
Opposition Leader

Below are the relevant areas that the Ministries involved in the Committee are responsible for

  6. Science and Technology
  7. Housing
  8. Protection of Coastal areas
  9. Irrigation
  10. Electricity
  11. Defense
  12. Police
  13. Finance
  14. Land
  15. Fisheries and water resources
  16. Foreign Affairs
  17. Water Supply and Drainage
  18. Highways
  19. Urban planning
  20. Education
  21. Ministry of Disaster Management and Human Rights
  22. Relief Rehabilitation and Reconciliation
  23. Ministry of Nation Building

A representative from each Provincial Council, along with the main Ministers and where there is no nominated representative, the Governor of the Province will be at the relevant meetings.

On July 30, 2007 the second council meeting was held under the patronage of President Rajapaksa. Below are the decisions made:

Decisions made at the second meeting at the National Council for Disaster Management (NCDM):

  1. P Dias Amarasinghe, Secretary to the Ministry of Disaster Management and Human Rights was appointed as the secretary to the National Council for Disaster Management (NCDM) dated July 30, 2007 onwards.
  2. It was decided that the Secretariat for the NCDM would operate from the Ministry of Disaster Management and Human Rights.
  3. The Ministers’ in charge of disaster management, relief rehabilitation and reconciliation as well as nation building were appointed into as part of the council.
  4. A technical advisory committee was appointed as part of the NCDM. The Committee will deal with issuing tsunami warnings, response to natural disasters, dealing with floods that affect the Colombo district, identifying areas that are vulnerable to natural disasters as well giving appropriate guidance.
  5. A decision was made to certify that buildings built in areas vulnerable to landslides had to get approval from National Building Research Organisation (NBRO) prior to work.
  6. All District Secretariats will be allocated five lakhs for emergency situations with regards to natural disasters.
