Distinguished Co-Chairs, Hon. Ministers, High Level Dignitaries, Excellencies, distinguished delegates, ladies and gentlemen,

At the outset, on behalf of the Government of Sri Lanka, let me welcome the adoption of the High Level Declaration by consensus today.
Also, permit me to express my appreciation to the World Meteorological Organization (WMO) and the other partners for organizing this important conference which is being conducted at a very critical juncture. We welcome the main objective of this conference which is to bring together science-based information on climate change to guide policy-making, planning and practice across the planet. An extrajudicial, summary and arbitary execution by Prof Philip Alston

The Sri Lankan Government is saddened by a contumacious press release issued late in the afternoon of Friday August 28th by Prof Philip Alston, UN Special Rapporteur on extrajudicial, summary or arbitrary executions.

Though Prof Alston had seemed an honourable man, he has recently fallen prey to the unfortunate practice of launching missiles at the Sri Lankan government without giving it a chance to respond. When he was upbraided about this before, he asserted that he did give time for such responses, and had indeed once altered a press release on the strength of a response he had received.

The moral degradation of the Royal Norwegian Facilitator

The Government of Sri Lanka is deeply concerned about an article posted on Groundviews that purports to be a translation, ‘using Google Translation tool', of a ‘news report appearing in Aftenposten.no on Aug 27th'.

The article claims that Norwegian International Development Minister Erik Solheim ‘requires that the UN investigating charges of war crimes in Sri Lanka'. What seems to have excited the normally urbane Mr Solheim is a video, shown on the British Channel 4, that ‘allegedly shows how government troops execute ten backbundne (whatever that might mean) and naked prisoners. The Disaster Management Plan for the Annual Esala Festival of the Ruhunu Maha Kataragama Devalaya -2009

The Monaragala District Unit of the Disaster Management Center prepared a plan for the annual Esala Festival of the Ruhunu Maha Kataragama Devalaya. A Disaster Management Unit Office has been set up jointly by the District Secretariat, Monaragala and the Divisional Secretariat, Kataragama under the guidance of the respective District and Divisional Secretaries.

The Disaster Management Committee of the Kataragama Divisional Secretariat was actively operating in the Esala festival site. Forest Fire - Imbulpe DSD, Rathnapura District :
Effective disaster management methods to control forest fire

A forest fire in a forest reserve in Imbulpe Divisional Secretariat Division, Rathnapura District occurred on 17, 18, 20 and 21 July 2009. Due to this fire, approximately 20 Hectares of the forest was destroyed. The affected areas in detail are 02 Hectares of Raththanagolla - Nonperial road, Blihuloya in Yakdehi Grama Niladhari Division (GND); 01 Hectare of Raththanagolla- Nonperial Section;  05 Hectares of Galpothuthenna in Kumburutheniwela GND12 Hectares of Pupuruwela- Viharawela in Viharawela GND.  The fire was successfully controlled by 21 July evening with great efforts of the teams from the Forest Department, DDMCU Staff, SL Army teams of Kuruwita Camp and University Students of Belihuloya University. Making fire lanes and using fresh leave branches and rakes to stop spreading the fire was some of the successful methods used in managing the disaster.

Community Awareness Programmes on Forest Fire Control - Kuttapitiya, Pelmadulla DSD

Kuttapitiya in Pelmadulla Divisional Secretariat Division (DSD), Ratnapura District is one of the identified areas of forest fire occurrences due to human activities. During the last few years, several incidences of forest fire were reported in the area. In order to raise awareness in the community on forest fire control, the DDMCU coordinated response support with the most supportive partners. Seeking a long lasting solution, a series of awareness programmes for the communities living along the boundary of the natural forest areas are being conducted.  So far, 02 such awareness programmes have been completed. The most recent programme was held at Kuttapitiya School on 20-08-2009. The 25 participants were from the border area of the forest. They were made aware of the forest fire preventive measures and early warning. A Fire Prevention Committee was also set up at this programme. The next awareness programme is scheduled to be conducted by way of door- to -door visits.
